Building Use

INSTRUCTIONS

A minimum of fourteen (14) days’ notice will be needed for any building use request.

For building use requests, go to the Massena Central School website, click on District and then Buildings & Grounds. Click on Building Use Form and follow directions for becoming a requestor and/or requesting a facility.  There is a tutorial on the webpage for accessing the program but if there are questions, please contact Gavin Regan at [email protected].

The District follows Board of Education Policy 3270 Facilities, Materials and Equipment when making decisions about community use of facilities.  The policy if based on Education Law Section 414 which governs the conditions by which school districts can allow use of its equipment and facilities for community purposes.

Massena Central School will require a certificate of Liability and in some limited cases based on the organization and/or event, the certificate of liability insurance requirement may be waived and replaced with an Indemnification and Hold Harmless Agreement.

THE MASSENA CENTRAL SCHOOL DISTRICT ACCEPTS NO RESPONSIBILITY FOR ITEMS/PROPERTIES LEFT ON SCHOOL PREMISES.

NOTE: The New York State Education Law states that public school buildings may not be used by (1) Religious sects or denominations, (2) Fraternal Organizations, (3) Secret or exclusive organizations, (4) Political organizations, or (5) By any group that excludes the public from its meetings. The law further states that if admissions are charged, then these monies must be used for educational or charitable purposes.


RULES FOR FACILITIES USE

  1. Smoking is NOT permitted on school property.
  2. Alcoholic beverages are NOT allowed on school property.
  3. Special permission from a principal, department  head and/or director  is needed to :
    • Decorate areas used,
    • Move furniture,
    • Store scenery or properties in the auditorium,
    • Sell, give away, or exhibit items, or
    • To use district equipment.
  4. Special permission from the building principal and Director of Dramatics is required to use electrical equipment/lighting in the stage.
  5. The applicant (organization) using school facilities is responsible for:
  • ALL LOSS OR DAMAGE occurring during the use of the facilities.  Lights must be off, area cleaned and all items brought in removed;
  • APPROPRIATE  SUPERVISION for the preservation of order (inside  and outside the building) during the time that the school is used;
  • CUSTODIAL COSTS incurred for the activity;
  • PAYING ALL CHARGES per attached fee schedule
  • MAKING ARRANGEMENTS for any and all equipment necessary;
  • PAYING COSTS for parking attendant(s) when anticipated attendance warrants it;
  • PRESENTING TO THE BUSINESS OFFICE a Certificate of Insurance for $1,000,000 for general liability, with the Massena Central School District named as additional insured
  • FAMILIARIZING PARTICIPANTS WITH EMERGENCY EVACUATION PROCEDURES.
6. All arrangements to serve or prepare food are to be made with the Director of Food Service.
7. All occupants, in the event of a fire or fire alarm, shall (a) evacuate the building, (b) not reenter the building until clearance (by either fire or school officials) is given.

* Concessions rentals may be available if the Athletic Department chooses not to operate the concession stand. 
Fees may be negotiable for organizations using District facilities.  This is particularly relevant for multi-use and/or seasonal events.
Catering of events may be available.
